INVITATION FOR BIDS (IFB) #013-010

The Virginia Railway Express (VRE) is soliciting bids to establish a Contract with one (1) qualified and experienced Contractor to provide all labor, supervision, equipment, materials, supplies and tools to perform tie replacement and track rehabilitation work at VRE’s layover yard facilities located in Fredericksburg, Virginia and Bristow, Virginia. 

Bids will be considered from qualified and experienced firms who are regularly established in the business of railroad contracting and construction.  Through prior work performed, Bidders must be able to show evidence of reliability, ability, experience, equipment, and personnel to perform the work.

The IFB will be available beginning April 2, 2013 from the VRE website at http://www.vre.org.  At the website, select “Procurement”. 

If potential Bidders are accessing a copy of the IFB via VRE’s website, be advised that it is your responsibility to monitor this site for any amendments.  Failure to submit signed amendments may be grounds to declare your bid non-responsive.  The IFB can be printed and submitted the same as a regular solicitation.  If there is a question about the closing date, the date printed on the IFB is the most current.

An optional pre-bid meeting will be held on April 11, 2013 at 10:00 A.M. EST at the VRE Offices, 1500 King Street, Suite 202, Alexandria, VA  22314. 

An optional site visit will be held following the pre-bid meeting on April 11, 2013 at 1:00 P.M. EST at the Crossroads Yard and Broad Run Yard.  Interested Bidders shall meet at the Crossroads Yard located at 9400 Crossroads Parkway, Fredericksburg, VA 22408.

Any changes to the solicitation as a result of the pre-bid meeting will be issued through a written addendum to the solicitation. 

Bids are due May 3, 2013 at 10:00 A.M. EST.
