REQUEST FOR QUALIFICATIONS (RFQ) #010-007

The Virginia Railway Express (VRE) submits this Request for Qualifications (“RFQ”) to solicit Statements of Qualifications (“SOQ”) from those entities (“Offerors”) interested in contracting to serve as the Design-Builder for the Arkendale-Powells Creek (Cherry Hill) Third Track Project (“Project”).

The information requested from potential Offerors will enable VRE to determine the following:

1.         Best qualified Offerors to execute successfully the design and construction of the Project; and
2.         Offerors to be invited to submit proposals in response to VRE’s Request for Proposals (“RFP”).

The RFQ will be available beginning June 22, 2010 from the VRE website at http://www.vre.org.  At the website, select “Procurement”. 

If potential Offerors are accessing a copy of the RFQ via VRE’s website, be advised that it is your responsibility to monitor this site for any amendments.  Failure to submit signed amendments may be grounds to declare your SOQ non-responsive.  The RFQ can be printed and submitted the same as a regular solicitation.  If there is a question about the SOQ due date, the date printed on the RFQ is the most current.

A mandatory pre-qualification meeting will be held on July 14, 2010 at 10:00 A.M. EST at the Hilton Alexandria Old Town, 1767 King Street, Alexandria, VA  22314.  

Any changes to the solicitation as a result of the pre-qualification meeting will be issued through a written addendum to the solicitation. 

Statements of Qualifications are due August 16, 2010 at 10:00 A.M. EST.
