VRE's System Plan
VRE prepared its Strategic Plan, a long-range vision for future growth and development, nearly a decade ago. Since then, VRE has followed the path laid out by the 2004 Plan in responding to demand for transportation options within the communities it serves and has nearly doubled its ridership, modernized its fleet, expanded station facilities and railroad infrastructure capacity, and raised passenger satisfaction and service performance to record high levels.
VRE is now preparing a System Plan to provide a framework for growing the system and responding to current and future travel needs in the northern Virginia and Washington, DC regions. The plan will evaluate potential service improvement and system expansion initiatives to determine the relative magnitude of benefits and costs they would generate, identify potential funding opportunities, and determine needed coordination and cooperation with regional transportation partners and stakeholders to ensure future capacity bests meet regional travel needs. While the plan will not guarantee specific levels of service or funding, it will inform VRE Operations Board decision-making and will reflect VRE's priorities and role in the region's transportation system.
SYSTEM PLAN WEBINAR WEDNESDAY OCTOBER 9TH AT 12:00 NOON
As the VRE System Plan is developed, we want to hear VRE rider thoughts about system needs and future service. A System Plan webinar will be held on October 9th and will include a brief presentation about the potential system development and service ideas being considered and an opportunity for webinar participants to ask questions of the presenters. If you have a question for the webinar presenters, please send it to VRESystemPlan@vre.org. We will provide responses to the questions asked in the webinar on our webpage following the webinar presentation.

VRE's Strategic Plan
In June 2002, the VRE Operations Board authorized the VRE Chief Operating Officer to issue a task order to Parsons, Brinckerhoff, Quade & Douglas to provide comprehensive planning services for development of a long-term (through 2025) strategic plan. The intent of the plan was to perform technical analysis and modeling to determine future potential ridership demand and the capital and operating expenses necessary to meet the demand. The plan also examined potential extensions, their impacts on ridership, and the costs of such extensions. This document was not intended to prescribe budget or policy decisions, but rather to inform the development of the out year Capital Improvement Plan (CIP) and the Six Year Financial Plan and to set a direction for VRE to pursue. The completed Strategic Plan was presented to the VRE Operations Board in May 2004.
