Lifecycle Overhaul and Upgrade
In January 2014, the VRE Operations Board adopted a lifecycle maintenance strategy for VRE rolling stock. The basis of this strategy is to optimize maintenance and reduce costs by programmatically replacing items before they fail. This practice results in VRE locomotives and passenger cars operating at the highest level of reliability throughout the life of the equipment. As VRE continues to acquire new vehicles to extend all train sets to eight-cars, the on-going heavy maintenance will become increasingly important. A new building at the Crossroads Maintenance and Storage Facility, in Fredericksburg, Spotsylvania County, will be constructed to specifically perform this work and will be fully dedicated to these activities.
The new Lifecycle Overhaul and Upgrade (LOU) Facility will be almost twice as large as the existing Service and Inspection building, located at the Crossroads Yard, at about 33,000 square feet. The Service and Inspection and the LOU buildings will be separated by about 20 feet. The LOU building roof will have 26 skylights as well as narrow windows on the upper walls to allow more natural light into the building.
A new storage track will be added to the west side of the property in the vicinity of the Service and Inspection building and extend to the south of the property. Existing Tracks 2 and 3 will be reconfigured, with Track 3 ending as a stub track providing additional storage. Two tracks will be relocated to an adjacent parcel, to the east of the current Crossroads Yard, and numbered Tracks 9 and 10. An existing unpaved access roadway will be upgraded on the new parcel for access to the construction site.
Advanced procurements for a Drop Table and a Wheel Truing Machine to be placed in the LOU building were pursued by VRE. The manufacturers for each have been selected although award of the contracts is on hold pending the property acquisition for Tracks 9 and 10. The schedule for the manufacturers will emphasize just-in-time delivery to avoid storage of the specialized equipment.
The VRE Crossroads Yard is located along the CSX Transportation tracks. All building and track construction work will be done on VRE property without affecting the adjacent CSX railroad tracks. There may be some grading adjacent to the VRE property on the CSX property to avoid building a retaining wall.
A new Construction Management contract will be advertised in advance of the LOU construction contract. Advertisement for construction of the LOU building is on hold pending adjacent property acquisition for Tracks 9 and 10. Funding is being provided by FTA, State Mass Transit funds and VRE. The property appraisal and review appraisal are underway. Once completed, the appraisal will be submitted for review to FTA. Once the FTA review is completed, VRE will advertise the construction, likely in Spring 2018.
