Project Description

This project includes the planning, design, permitting, and construction for an expanded VRE L'Enfant Station and an additional mainline track between the Virginia (VA) and L'Enfant (LE) Interlockings in Washington, DC. The project will evaluate alternatives, design and construct the preferred alternative. The expanded station will support simultaneous boarding of two full-length trains. The project will aim to improve station access and customer convenience while improving service reliability. The project must be coordinated with the Long Bridge Capacity Improvement project.

Project Purpose

Expand the capacity of the VRE L'Enfant Station and mainline track capacity between VA and LE interlockings. Enable two VRE passenger trains to serve the station simultaneously​ on separate tracks and offer greater accessibility, including ADA accessibility, from two ends of the station.

    The final 65% design plan set for the LEF Project has been completed and distributed to all project stakeholders for review. Stakeholder reviews are expected to be completed by October 2, 2026.

    On September 2, 2026, VRE received three proposals for Cost Validation Services. The proposals are currently under review by a technical evaluation team, with contract award anticipated in October 2026.

    On July 17, 2026, the VRE Operations Board awarded Skanska USA Civil Northeast, Inc. the Preconstruction Services Contract for the L’Enfant Station and Fourth Track Project. Following the award, VRE staff, in coordination with VHB, initiated a series of focused onboarding workshops to integrate the Skanska team into the project and establish a common understanding of the current design, project requirements, key risks, stakeholder interfaces, and critical path activities.
